ROCKVILLE, Md., September 23.—A campaign of unusual thoroughness is being planned by the Montgomery County Democratic organization and is scheduled to get under way the first week of October. Since the Democratic les, Sep- tember 8, things political in the county have been at a standstill so far as their outward manifestations are concerned. Various committee meetings have been held by both Democrats and Repub- licans to perfect party organization and lay plans for the future, but little actual campaigning has been in evidence. Republicans Planning.
