Reports reaching here in- | dicate heavy fighting along the Pieping-| Hankow and the Lunghal railroads, | with considerable gains against Gen.| Feng Yu-Hsiang's retreating troops. The Nanking government also has | announced the receipt of encouraging | news from its delegates at Mukden to | the effect. that the young marshal, Gen. | Chang Hsueh-Liang, is prepared to lend | s helping hand. This report is largely discredited here as being an attempt to bolster the optimism of Nanking ad-| herents while the final push is under way. . TAMPA, Fla, September 19.—The United States Court for the Southern District of Florida was asksd today to determine where the proper methods of breaking & balky Army horse end and cruelty begins. Glenn Gibson, senior _officer of the 116th Field Artiilery at Fort Myer, and Adrian Gaule, an enlisted man, were arrested in Lee County on charges of cruelty. They asked the Federal Court to take jurisdiction under an article of war. The officer set forth in & petition that the horse had injured several men and that & higher officer had ordered the animal hitched to a wagon and “broken.” The petition said that when the horse balked and refused to move the wagon the men whipped the animal, but did not injure it.
