NEW YORK, September 9.—Thomas F. McMahon, international president of | the United Textile Workers of America, | told its annual convention yesterday | that, although conditions were quiet in the Southern mill regions, the employers know as we do that the peace of today is resting on a human volcano. He described as inhuman the con- ditions under which many of the South- ern mill hands must live and work. |He saw better times ahead, however, |and said that with the improvement of mill conditions he believed some 10,000 members would be added to the inter- national union. Mr. McMahon spoke in favor of old- age pensions, asserting they have be- come a necessity because of the in- troduction of sclentific management Georgetown Law School 506 E Street, NNW. AUGSBURG, Germany, September 9. —A tall, lank, quiet physicist hopes to take-off this week in the largest balloon ever bullt and fly twice as high as the peak of Mount Everest to make scien- tific observations in the stratosphere, as the unexplored upper region of the :;r'.t!h'! atmosphere is called by scien- Auguste Piccard, a disciple of Albert Einstein, will attempt to fly these heights with a companion, Charles Kip- fer, and will risk his life te make ob- servations in atmospheric levels never before visited by man. To gain an impression of the size of the balloon Piccard will use, it may be stated that it is 30 meters in diameter, whereas the Gordon-Bennett balloons are 15 meters in diameter. Piccard’s balloon will contain 14,000 cubic meters of gas, whereas the Gordon-Bennett bal- loons contain 2,200. To replace the customary basket-like gondola, Piccard, who is also an engi- neer, constructed a hollow aluminum ball 7 feet in diameter and weighing 220 pounds. There will be hardly room for Piccard, his companion and their vast array of sch’é!!‘mc instruments to et inside the gondola. g Piccard, nn! experienced balloonist, already has made 12 sclentific flights. On one of these he tested certain phases of the Einstein relativity theory. Should things go wrong, he has para- chutes for himself and his companion. There is also 8 huge parachute for the gondola, so that the scientific instru- ments may descend gently and land unbroken. Realizing from the fate of other bal- loonists that the human organism fails above 12,500 meters’ altitude (more than 37,500 feet), Piccard has built his aluminum gondola airtight. The air inside will be regenerated on the princi- pal used in submarines. A supply of liquid oxygen also will be taken along. In Gondola Eight Hours. “Kipfer and I last Sunday locked our- selves up in the gondola for eight hours and played chess,” said Dr. Piccard in discussing his plans. “Our only dis-| comfort was due to the heat, but, of | course, in the stratosphere we'll have plenty of cold.” Both the scientists intend not only to take the heaviest of clothing but also will cover their bodies with a thick coating of fat to protect themselves against the eold. Dr. Piccard wrote his doctor's thesis at Zurich University under Dr. Einstein’s direction. His' wife, left at home in Brussels, is confident of his success. ‘They have four children.
