APARTMENTS. PAPITAL ADVANCES IN' ARCHITECTURE Notable Progress Made in Apartment Buildings in Past 5 Years. Architecturally, notable advances have been made in Washington's growing| list of apartment buildings, especxnlly in the past five years. This is found by some observers to apply to the ex- terior of the buildings and their sur- Toundings as well as to interior plans. This improvement in apartment house design, which back in the early days of its development here was sub- ject to criticism, has been brought about by two main reasons, some be- lieve. One is the rising appreciation of the beauty that is Washington and the responsibility ~that rests upon local builders to create mew structures in keeping with the national character of the Capital City, on which the Fed- eral Government spending millions in beautification work. Another is the demands of apart- ment tenants for pleasing and com- fortable housing in apartments, a de- mand which builders in numerous cases are striving to reach and at the same time keeping rental costs within the bounds of prospective tenants. Apartment architects and builders in recent years have been giving more at- tention to the desirability of providing adequate lawns, playgrounds and land- scaped approaches to apartment build- ings. This has provided not only an advantage to tenants of such buildings, but has served to improve the general appearance of apartment sections. Aside from preventing the appearance of overcrowding of buildings and form- ing canyons of adjoining streets, it has assured more light and air for the spartment buildings, an advantage from the health point of view. Further, it is found by some observ- ers that more attention has been given in recent years, generally speaking. to the actual design of apartment build- | ment field direct and govern our large ings. This does not mean that some of the older apartment buildings may not be better designed than some of the very newest ones, but taken by and large, opinion seems to be that on the whole more consideration is now being given to appearance than formerly. DROP IN BUILDING TOTAL Baltimore's July Investment Less Than Shown Preceding Month. BALTIMORE, August 23.—New con- struction, undertaken in July, totaled $2,962,000, as compared with $3,985,300 in’the preceding month and $28,827,000 in July, 1929, according to figures of the building engineer’s office. The July (1830) record showed the follow- ing distribution: _Residential buildings, $1.666,500; educational buildings, $627. 200; commercial buildings, $335,000, and public works and utilities, $199.400. All other non-residential building con- tracts let in July totaled $133.900. For the first seven months of 1930 oontracts awarded in Baltimore totaled $26,174.000, as compared with $68.218.- 700 in the corresponding period of 1929. ‘The high total for July. 1929, was due to the inclusion of the building program of the Western Electric Co. for its Point Breeze plant. I. Conroy of Douglas L. Elliman & Co., New York ltors. ‘Not only must the building manage- apartment houses to meet the changing | conditions of her social and economic needs, but builders must plan to meet ame requirements. The ‘career woman’ demands all the freedom from housekeeping obligations that men require, but still wishes to re- | tain facilities for small-scale house- keeping not only as a measure of econ- omy but as a form of relaxation. Thus, in addition to a central location, near her office or shop, she wants maid serv- ice, valet service and restaurant service. But she also wishes to be able to dis- pense with these or supplement them with her own efforts on occasion. “More than man., woman feels at | times the spiritual need of detachment or semi-isolation—she wants to be self- sustaining within her home. She wants more than mere hotel life, while still having hotel conveniences 1800 Eye Street Convenient downtown loca- tion, close to Government offices and business section.
