HOVER SEEKS MAN OF MORROW TYPE Chief Executive Feels Suc- cessor Must Be Specially Equipped for Post. By the Associated Press. In an effort to fill the diplomatic post he considers most important in the Western Hemisphere,* President Hoover has turned his attention to the selec- tion of a successor for Dwight W. Mor- row, Ambassador, to Mexico. Ambassador Morrow has set Septem- ber as the time he will probably re- linquish his Mexico City post in prepa- ration for the November senatorial campaign in New Jersey in which he is the Republican candidate. It is generally expected in diplomatic circles here that one of Mr. Morrow’s final acts in Mexico City will be to lay before the Mexican government the name of his successor, to learn if the President’s selection is “persona grata” to_the Southern republic. Those close to the President said to- day the Chief Executive has in mind two types of men which he feels might measure to the reputation establsihed by Morrow in the Mexican capital. One of these is the business man or banker interested in public service. The other is the career diplomat of the type of Hugh §. Gibson, Ambassador to Bel- gium and close friend of the President. The proximily of Mexico to t United States, with its consequent in- ternational problems, the increasing trade between the two. countries and the growing importance of Mexico in pan-American affairs have caused Mr. Hoover to devote to this vacancy more than the usual aitention he gives diplo- matic appointments. The President’s feeling that a man of special equipment must be selected has considerably narrowed the field, and it is understood Mr. Hoover would prefer some one with both the ability and financial capacity to carry out the work started by Mr. Morrow. ~The lat- ter, in addition to the regular em- bassy personnel, maintains for special duties a staff of his own, including J. Reuben Clark, jr, of Salt Lake City, former Undersecretary of State, and George A. Rublee of Washington, D. C. The former Undersecretary has been mentioned for the post, but some doubts have been expressed that he will be selected. Ambassador Gibson’s name has never been mentioned directly in connection with the post, except as the diplomatic | type which the President might desire Friends of the President say he doubtless will seek Mr. Morrow’s ic before definitely seleeting his sutces- | sor. Y., importer of Russian lumber, said he had visited Russia and inspected forests where lumber and pulpwood were produced, and had found no place where convict labor was used. John H. Hinman, vice president of the International Paper Co., buyers of Russian pulpwood, said he had never had any lnllmlflun that the wood was produced by convict labor or that the question would be raised by this Gov- ernment. Hinman added that unless his com- pany got the Russian supplies or could replace them from some other sources, the company would have to close its American mills and throw a large num- ber of employes out of work. Kenneth Gardner, representing the Spanish-American Line and the Nor- wegian and Danish shipping companies, conducted the presentation of testimony. for the protestants. He said lumber and pulpwood were produced by the same operations and recalled the recent decision admitting two shiploads of Russian lumber.
