TREASURY FUND CHANGE ORDERED Revised System of Account- ing Urged by Hoover Will Go Into Effect July 1. A revised system of keeping accounts $n the Treasury Department, requested 3y President Hoover, will be placed Jto effect July 1, at the beginning of the next fiscal year. The change will segregate three dif- Serent funds—the general funds, spe-| Mal funds and trust funds. The new sne-up will show on the Treasury De- Jartment daily statement. The improvement was proposed by !r‘esslden Hoover, it was learned, and | discussed by the Bureau of the! »udget and the Treasury Department, which has made arrangements for put- ting it into effect. The Pesident, it was learned, felt that the picture of Federal finances as presented in his budget to Con- | gress was not quite clear. The new plan, which the Treasury also feels will be helpful, is understood to meet the President’s approval. Mills Favors Change. Undersecretary of the Treasury Mills declared that the picture shown in the present accounts in the dally state- ment was “somewhat distorted,” prin- cipally because it included many items, such as trust funds, which really do not belong to the Government, but to persons. Mr. Mills thinks it will pre- sent a better understanding of the ac- tual condition of the Government money to have the three funds seg- Tegated. Director of the Budget J. C. Roop ex- lained that the President wished to ve available from time to time fig- ures on the current operations of the Government on each of these three principal divisions, the general funds, special funds and trust funds. A re- port on this matter had been available in the past in what is known as a com- bined statement of receipts and ex- penditures, balance, etc., of the United States, but this was available, he ex- plained, only once a year and that after year was over. Handle Funds for Individuals. ‘Trust funds include such items as in- surance, retirement, Indian trust funds and others, which belong to benefici- aries and not to the Federal Govern- ment itself. Special funds generally speaking are those which are allocated before they are recelved by the Government. An example of this is the large amount of money being paid by foreign powers as the principal on their debts to the United States. All of this principal by law can be applied only to the retire- ment of the public debt. The opinion was given in connection with a motion for dismissal presented by the Highway Construction Co., Cleveland, Ohio, largest individual creditor of the two concerns. Petitioners in involuntary bankruptey proceedings represented approximately $12,000 in claims against the Home- seekers’ Realty Co., and $3,200 against the Hollywood Land & Water Co. when the petitions were filed in August, 1929. The Highway Construction Co. has ob- tained two iudgmenu against the com- panies totaling approximately $2,100,- 000 on street and sidewalk contracts.
