Richards, District as- sessor, outlined to the meeting the methods of levying assessments, point- ing out the difficulties encountered in residential areas. He said the down- town business section offers no problem and that the greatest task faced by his office is where the residential section has assumed a mixed character. The owners of this type of home, he said. are unwilling to take a loss on their holdings and still do not want to re- main in the community because of pos- sible depreciation of values. The sec- tion between Eleventh and Thirteenth streets in the Columbia Heights section offers most difficulty. he said. membership. President Burd W. Payne presided.
