Warehouse as “Public Necessity.” The Public Utilities Commission yes-| teraay forwarded to the District Com-, missioners a certificate of public neces- sity and welfare in the case of application of the Washington Railw & Electric Co. to build a four-story stcrage warehouse at the corner of Tenth strect and Tlorida avenue.
