The pioposed building is in conflict with the present zoning restrictions on the | property, and the certificate was issued | in compliance with a section of the zoning regulations allowing public util- | ity structures of certain types to be placed regardless of zoning on a cer- tificate of their necessity from the} Public Utilities Commission. i The pioposed structure will contain | a garage. laboratories and workshops, | in addition to storage space.
