ROCKRVILLE, Md., March 15—In celebration of the introduction of elec- tricity into the Browningsville, Cedar Grove, Clarksburg, Etchison, Lewisdale Purdum and Woodfield neighborhoods, a banquet was held in the high school building at Damascus last evening. Sponsored by the Montgomery County Improvement Association, of which J. Dallas Watkins of Cedar Grove is presi- dent, Mrs. Elgie D. Hawkins of Wood- field, secretary, and Clarence Day of Clarksburg, treasurer, it was attended by approximately 250 men and women of the various communities. Pastor Presides. Rev. Henry Nicol, pastor of the Baptist Church at Cedar Grove, was toastmaster, and addresses were made by Paul Smith, president of the Potomac Edison_Electric_Power Co. of Hagers- town, Maj. E. Brooke Lee, speaker of the Maryland House of Delegates; Judge Charles W. Woodward of the Police Court of the county, Capt. Joseph C. Cissel, attorney to the coun- ty commissioners, and County Com- missioner Lacy Shaw. Miss Ida Manchester, widely known as a home economics demonstrator, and Miss Dorothy Warehim, graduate of the domestic science department of Hood College, gave talks on domestic sclence and other matters pertaining to the welfare of the home. RICHMOND, Va., March 15—Pay- ment of salaries to State employes Is | ordinarily made on the 15th of the month, but these payments cannot be made this month before Monday, March 17, owing to the delay in the passage by the Legislature of the appropriation bill. State Controller E. R. Combs was of the opinion until late Thursday that the salaries could be paid today, despite the fact that the appropriation bill has not been signed, but he stated, follow- ing a conference with Gov. John Gar- land Pollard, that no payments could be made until the governor's signature is appended to the measure. The governor expects to sign the bill on Monday.
