MANILA, P. I, January 3.—News of the present unrest in India has aroused considerable comment in the newspa- pers here. In the midst of the controversy over prohibition which arose during the holi- days the Hoover recommendations to Congress in the regular budget have assumed new significance. They were interpreted as the President’s own pro- posal to strengthen this arm of law enforcement substantially. The budget has been before Congress since early in December, when it was submitted, and the estimates for the Coast Guard are under consideration by the House com- mittee on appropriations, which is framing the Treasury-Post Office De- | partment supply bill for the next fiscal | year, beginning next July 1. | The total amount for additional ves- sels, seaplanes and reconditioning of Navy destroyers asked of Congress is $2,650,000. The new seaplanes, which would be of the latest design, con- structed especially for use by the Coast Guard, particularly in scouting, would cost $320,000, or about $80,000 each. ‘They would be made seaworthy to stand buffeting by the sea in case of forced landing. Most of them are| tied up at San Diego, Calif. Two Old Ships Laid Up. Twelve of the old destroyers which | were in use during the war under the Navy flag and were transferred to the | Coast Guard are almost worn out and | in such condition that they are too expensive to operate. Already two of these old ships have been laid up in the Coast Guard depot at Curtis Bay, Md. ' Mrs. Ellen T. Keane, widow of Thomas | 7 T. Keane, who died December 20, left an estate valued in excess of $400,000, according to_the petition of her son, Michael A. Keane, and the National Bank of Washington, her executors, for the probate of her will. She owned real estate assessed at $98,416 and had se- curities and _other personal property valued at $315,250. The residence at 3113 Woodley road is left to her daughters, Catherine and Ellen Keane, who are also to have the furnishings, silverware and automobile. Shares of stock in the T. T. Keane Co. to the number of 480 are distributed 80 shares each to the daughters, Catherine and Ellen; 50 each to daughters Mary, Margaret and Loretto and son, Law- rence; 40 each to the sons, William, John and Michael. The remaining estate is devised in trust to the son, Michael A. Keane, and the National Bank of Washington in trust to convert into cash and to dis- tribute the proceeds equally among the 10 children, Catherine Keane, Mary Mc- Laughlin, Margaret Walsh, Eilen Keane, Loretto Rose, Michael A. Keane, Laws rence Keane, John Keane, Willlam Keane and Thomas Keane. Special in- structions are given the trustees con- cerning the share of Mary McLaughlin, Attorneys Brandenburg & Branden- burg appear for the executors.
