HEALING ARTS LAW CHANGE IS URGED Conflict Pointed Out by Com-| mission in First Report to Congress. In its first report, just transmitted to Congress, the newly created commission to regulate the healing arts in Wash- | ington recommends one change ia the | law to do away with the necessity of | registering certain groups that are spe- | cifically exempted from the provisions | of the act. The commission points out | that there is a conflict between section 43 of the law. which lists those to whom the law shall not apply, and section 2. | which states that those exempted from licemsure under section 43 shall be “duly registered.” “The commission.” says the report, “is of the opiniop that if the groups mentioned in secfjon 43 of the act do| not come within the provisions of the | said act that their registration is neither | required nor desirable.” Change TIs Suggested. The commission suggested a change in language that would make it un-| necessary to register these groups. Section 43 provides that the act shall rot apply to (a) the treatment of any case of actual emergency: (b) to the practice of massage or dietetics, or the | use of hygienic measures for the relief of disease. or to the practice of any| other form of physiotherapy for the| relief of disease, or to the practice of X-ray or laboratory technicians under the direction of a person licensed to practice the healing arts, provided that clinical or radiographic laboratories in operation and practitioners of clyster- tory treatment, within the District of Columbia January 1, 1928, may con- tinue to so operate under provisions of drugs and medicines, provided that the | vender, maker or advertiser refrain| from any attempt to diagnose. Applications Are Listed. | ‘The commission reported that since its creation, early this year, it has re- ceived 1212 applications from physi- cians licensed under the old law for a new license; 68 applications for license by osteopaths; 271 applications from chiropractors: 53 applications to prac-| tice naturopathy, and 3 in a miscella- neous group. ‘The commission states that it is passing on these applications as rapidly as possible, and has issued 538 licenses. It also has granted 12 applications un- | der reciprocity arrangements with States. i ‘The report shows that two applica- tions for license to practice osteopathy | were denied admission to the examina- | tion held last Summer on the ground that the college or school from which | applicants were graduated was not the school or college of a standard that could be approved by the commission. A financial report submitted .shnwed‘ total receipts of the commission from ! its creation up to last month were $13,- | 772 and total disbursements $1,857.62. Mrs. Edward Ellice Dies. LONDON, December 4 (#).—Mrs. Edward Ellice, sister of Viscount Willingdon, Governor General of Canada, died yesterday. She was the wife of Maj. Edward Charles Ellice, formerly of the Grenadier Guards and at one time Liberal member of Parliament for St. Andrews Burghs. Before her mar- riage she was Margaret Georgiana Freeman-Thomas. Two sons and four daughters survive. In London streets, with much heavier traffic, it is infinitely quieter than in ew York.
