CLEMENCEAU BOOK - EAGERLY AWAITED Efféct on Pershing’s War Role ; Holds Interest in Military Circles. BY WILLIAM RUFUS SCOTT. Clemenceau’s forthcoming book on the World War, on the proofs of which he was working when he died Novem- bér 23, is eagerly awaited in military as well as literary circlés here for the reply the “Tiger” is expected to make to views attributad to Marshal Foch to the effect that Clemenceau had opposed Gén. John J. Pershing's plan for a sep- arate American Army in France. ‘Two statements recently made by ‘Gen. Pershing are considered to be spe- cially significant in view of the rapidly increasing number of histories of the ‘war and debate over the specific issue mentioned. The statements, moreover, are held to forecast the main thesis that Gen. Pershing will expound when his own history of the war is published, though there is yet no authoritative in- formation as to whether he will release his memoirs at any early date. ‘The first statement, taking them in order of time made, was in the message Gen. Pershing sent from Paris to the American Legion Armistice day observ- ance in the Washington Auditorium, at which meeting President Hoover de- livered a notable peace address. One sentence in Gen. Pershing's message un- doubtedly will be deemed fundamental in any analysis of the World War strategy, when he said: “Our armies met the crisis of the war and gave the preponderance and the impulse necessary to victory.” Victory Made Possible. In 8o many words Gen. Pershing is saying that the United States made victory possible for the Allies. This is a much-disputed point. In the leading English and French histories of the ‘war, or in memoirs of the chief figures of the two nations during the confict, the American effort i not given so much credit. ‘When Gen. Pershing says our armies gave the preponderance he declares that the American troops furnished the superiority in numbers and equipment which turned the tide of battle to victory, and when he says that our armies gave the impulse he declares that they furnished the feeling, will, incentive, which brought viciory in the armistice of November 11, 1918. Being in France when he penned this sentence, Gen. Pershing doubtless had an ally bright memory of the war. | sentence naturally must await complete illumination in his own his- | tory, but its immediate significance is unmistakable. ‘The second statement made by the commander of the A. E. F. which has arrested the attention of students of the war was in the comment he made upon the passing of Clemenceau. Here, o0, one sentence is isolated as of prime importance: “I regard him as the outstanding ‘World War figure among his people.” To realize the weight ©f this appraisal of Clemenceau it again must be re- called that Clemenceaut has been ac- cused of trying to déleat Gen. Pershing in France this year he was at other times with Clem- enceau and also was in Paris when the views attributed to Marshal Foch caused Clemenceau to work with re- doubled vigor on his history of the war, a vigor sald to have undermined his strength. The two statements considered to- {m‘" are believed in some quarters ere to clearly foreshadow the trend of the memoirs Gen. Pershing is under- stood to be writing. He is expected to his view that the United States made victory possible and that, specifically, his decision for a separate American Army—rather than to incor- porate American troops as recruits in the English and French Armies—gave the impulse to victory. It always was Gen. Pershing's con- tention that only by giving the Ameri- can soldiers the feeling that they were “on their own” would the fighting edre which he knew they possed potentially | reach maximum effectiveness. Backed by Wilson. President Wilson stood by Gen. | Pershing in spite of efforts made to have him reverse the policy. Clemen- ceau's book is likely to add much new material to this chapter of the war. The issue was not primarily one of per- sonalities. Some of the allied high com- mand believed that the Americans would do the best work if interspersed with the English and French veterans. | It was a legitimate, if mistaken, view- oint. At any rate, even if Gen. Pershing never gives to the world his memotrs, the two recent statements cited are helping historians to piece out the gi- gantic mosaiciof the World War. On the other hand, it is possible that Clemenceau’s book may te a situa- tion in which publication of Pershing's memoirs would be considered timely.
