The clvil service and disability retire- | ment fund made a net gain of $36,447,- 394.03 during the past fiscal year, Secre- tary of the Interior Ray Lyman Wilbur declares in his annual report, made public today. The balance on June 30, 1928, was $83,078,000.83. During the fiscal year $28.019,824.28 was added as deductions from salaries of classified civil service employes. To this amount must be added $19.950,000 appropriated from the general fund of the Treasury. Disburse= ments for the year on account of annuities were $12,005,048 and on ac- count of refunds $4,067,423.54, a total of $16,072,472.42. The balance in the fund June' 30, 1929, was $119,525,394.86. During the last fiscal year the work of adjudication of claims under the act was practically current. EMIGRANTS FROM RUSSIA ON WAY TO HOMELAND German Group, Including 157 Chil- dren, Arrive at Riga, Latvia, for Transportation to Berlin. By the Assaclated Press. BERLIN, December 2.—The Teleg- raphers' Union yesterday reported from Riga, Latvia, that the’ first - group of German emigrants from Russia, num- bering 401 adults and 157 children, had arrived. On a side track a special train from Koenigsberg waited with steam up to carry them to Germany, from which their ancestors had emigrated years before. Men and women with careworn faces poured on the station platform with their children, and as their first act beyond control of the Soviet Union government_participated in a religious service of 4hanksgiving under a Men- nonite pastor. It concluded with the singing of the choral, “Oh, That I Had Had a Thousand Tongues. The refugees were fed by the Red Cross. They stated that the littie money remaining to them after paying high “passport fees and railway fares was confiscated at the border by state police. Storms Sweep Spanish Coast. MADRID, December 2 (#).—A vio- lent storm today was lashing the north- ern coast of Spain. Several steamers were compelled to seek refuge at the Port of Vigo.
