Eastman of Mass: chusetts and Richard V. Taylor of Alabama. ‘Taylor is the first man from the Far South to have a place on ‘he com- missionsin many years and the States put forward claims to the post. Senator Heflin of Alabama has urged -reappointment of Taylor, while Senator Simmons of North Carolina has recommended Allen J.
