By the Assoclated Press. Dr. Jullus Klein, Assistant Secretary of Commesce, told delegates from 19 Latin American nations to the Pan- American Commission _on Customs, Procedure and Port Formalities yester- day that the United States levies a tariff on only from 5 to 25 per cent of their imports to this country, and that only | two or three of the SBouthern republics are affected by these duties. Dr. Kiein's speech marked the official close of the commission's work, which resulted in a proposed convention deal- ing with customs and port matters which will be submitted to all Amer- ican governments by the governing board of the Pan-American Union. The convention recognizes commercial avia- tion as an infant industry which needs preferred treatment in order to expand. The signing of the final act of the commission took place in the Hall of the Americas of the Pan-American Union Building, where many previous important international gatherings have been held. Hubert B. Walker, New York, president of the American Ship Owners’ Association and commission chairman, presided. The delegates were addressed by Dr. Ricardo J. Alfaro, Minister of Panama, and by Mr. Walker, as well as Dr. Klein. | ‘When the commission adjourned, the delegates went to the White House and were received by President Hoover. Dr. Alfaro referred to commerce as the “material and fruitful tie that binds nations and civilization,” and Dr. Klein sald that modern commerce “must move with greatly accelerated speed if it is to keep up with the new tempo of industry.” LEVI L. Herman Hollerith, inventor of the tabulating machine, who died November 17, left an estate valued in excess of $625,000, according to the petition of his sons, Herman, jr, and Charles Hollerith, his executors, for the probate of his will. He owned real estate in Washington assessed at $132.830 and land in Virginia worth $18,105. In addition he had securities, cash and other personal property estimated at, $484,127.15. Attorney Christopher B. Garnett appeared for the executors. By the terms of the will premises 1617 ‘Twenty-ninth street, a garage at 1411 ‘Thirty-first street and a farm, known as Brighton, in Mathews County, Va. with eir contents, are given to his widow.
