PORTES GIL OPENS | CAMPAIGN ON VICE New Governor of Chihuahua Ordered to Stop All Gam- bling in State. By the Assoclated Pres: MEXICO CITY, Apl‘fl 16.—President Emilio Portes Gil has seized upon the aisintegration of the rebellion to inay- | yurate sweeping moral reforms in Northern Mexico. Announcement was made yesterday that he had instructed Luis L. Leon, new governor of Chihuahua, and Gen. Limon, military commander of Ciudad Juarpzto stop all gambling in that state and attempt to purge it of vice. Gen. Limon answered that he would close all gambling houses at Ciudad Juarez. Gov. Leon also wired his ac- quiescence.
