The story of the laborious effort and careful planning that lies behind the development of the Capital was outlined yesterday by Charles Moore, chairman of the National Fine Arts Commission, in an {llustrated lecture in the Y. W. C. A, Building, Scventeenth and K streets. Mr. Moore gave credit {0 former President Coolidge for giving impetus to the monumental development be- tween the Treasury Building and the Capitol. The city is being planned as an entity, Mr. Moore said. Illustrating his lecture with slides, picturing in color Washington of the past and as con- templated by plans now being carried out, he described the progress made and the ideas underlying future projects. Recalling that Speaker Cannon of Illinois, who met with the Fine Arts Commission on the site of the Memo- rial when its location was being dis- cussed, did not approve of the site se- lected, Mr. Moore said Cannon later capitulated. When the commission was deciding on the site Cannon remarked: “A monument here would shake itself «<own with loneliness.” “He lived to see the Memurhl com- pleted,” Mr. Moore said. “His only observation was ‘You gentlemen began your kindergarten too late.’ Development of the White House area contemplates erection of a magnificent State Department building on the west of Lafayette Square, Mr, Moore said, and expressed hope that the building would be authorized. He pointed out that a building is not available to the President for receiving foreign govern- mental officials and entertaining them, excep® in the White House. Streets Restricted. ‘The streets adjoining Lafayette Square are to be restricted to buildings serving interests affiliated with the executive departments, such as the Treasury an- ek, the United States Chamber of Commerce Building and others as much as possible, he said. ‘The work of the Fine Arts Commis- sion is not without humorous aspects, Mr. Moore said. A woman, after view- ing the architect's plan for the Lincoln Memorial Bridge, connecting the Memo- rial and Arlington House, in Arlington, Va. objected to the pesition of an eagle pictured in stone on one of the arches. The eagle had a hateful mien, she averred, and was facing the South, suggesting to her that the North was making an uncomplimentary allusion to the Civil War. Secretary of the Navy Adams yester- day announced the extension from May 25 to June 5 of the time in which bids | . for the construction eof five of the 15 new light cruisers recently authorized by Congress will be received at the Navy Department. Two of the cruisers are to be built by private concerns and three are to be constructed at the Government navy yards. The various Government navy yards over the country are checking up on what they will be able to offer to build the cruisers for, and these figures and recommendations will be submitted to_the Navy Department for action.
