Being in favor of the development of ican merchant marine, I nat- am an exponent of a large Navy. Personally 1 am a pacifist, but not be- lieving in war, I certainly do believe in preparedness and feel that the country should be ready if it is suddenly thrust into conflict with other nations. We are all for peace. We must, how- ever, adopt the best means to maintain vashington in substance sn!d,] pared for w as when it was uttered 15 When .the World War broke out (hc] allies were holding the battle lines, while we, in comparative security, pre- | pared our land and sea forces and built | up our ocean carrying capacity to an | extent undreamed of, but we cannot hope to be so favorably situated again. Tremendous Coast Line Cited. ‘This country is so situated geograph- {cally that it has a tremendous coast line to protect in cgse of war. This ex- tensive area along the Atlantic and Pa- | cific and the shores of the Gulf of Mex- | ico must be safeguarded. Our fleet| must be large enough so that it can be spread out in various units to control the entire coast line as well as foreign Ppossessions. The Navy is dependent upon the mer- chant marine to a grea extent, but few people realize just how much. I have been in two wars, serving in the Spans ish-American War with the Army and with the Navy in the last period of hostilities. ‘Therefore I have some appreciation of the value of the merchant marine as an auxiliary to the Navy. In peace time it carries ‘out its primary role of com- merce, but in time of war it assumes its place as the second line of defense— sending its trained officers and men to service in the fleet training recruits— carrying munitions and supplies to our fleets or being _ converted into auxiliary cruisers to harass enemy com- merce, and acting as patrol and escort vessels, Adequate Equipment Urged. As the merchant marine increases in size, it is necessary that the Navy be adequately equipped to protect the ad- ditional ships. and trade routes of our vessels. If a war suddenly broke out and our ships found themselves in for- eign ports they naturally would start at once for home. They might meet at a rendezvous or they might be obliged to Teturn unescorted. In any event, naval vessels may be required to convoy these ships home, but only an adequate and efficient navy can be ready for this emergency. Our Marines aboard these ships of our fleet are the Navy's land force, and may fre- quently be called upon to protect Amer- ican interests in foreign countries. This ocurs not only in times of war, but in the cases like the recent Nicaraguan situation. So the Navy and merchant marine are dependent upon one an- other. Merchant ships and their crews should be utilized in carrying our com- merce in sufficient quantities to make the employment of these vessels profit- able. It must be remembered that it takes a long time to build a merchant ship and a longer time to build a warship. | It takes even longer to prepare and train the officers and men who man the latter. War calls for an extremely rapid expansion of all arms and ac- tivities connected with the prosecu- tion of the conflict. It takes approxi« mately two years to train a seaman for his duties in the merchant marine and about four years to train a sea- man for the Navy. If we have a sub- stantiai Navy we can carry on through this period to train every additional man, so that at the expiration of sev- eral years the regular Navy will be able to absorb the new recruits. So, with our tremendous coast line, our foreign possessions and our ex- panding merchant marine, I am a strong advocate for a Navy large enough to be able to protect our inter- ests at home and abroad, at & moment's | notice, if the occasion should arise.
