Several local bankers said today that | they expected ths Washington banks would get tax refunds further back than Jast year on taxes paid on gross income from dividends received from Liberty bonds and other tax-exempt Govern- ment securities as the result of the de- cision just handed down by the District Court of Appeals. “If the tax was ‘wrongfully collected last year, it always has been,” one banker said. “Since that is true,” he added, “the banks are entitled to a refund covering a period much further back than one year. The refunds should cover the full time that taxes on the gross income on tax-exempt Government bonds and other securities have been collected by the District.” Bankers today were still giving Frank 3. Hogan, counsel for the District Bank- brs’ Association and the Riggs Bank, full credit for the promptness with which the test case was presented and carried forward. Mr. Hogan has been counsel for the association for several rears. NEW YORK, February 6.—News that the Federal Reserve Board was to give out a statement on credit conditions after the close threw today's stock mar- ket into a sharp reaction. In the early hours of trading selling was heavy, and all classes of stocks lost anywhere from 2 to 5 more points. I“I the late afternoon, however, money jdropped to 6 per cent, and the list | rallied. On the recovery the copper stocks were prominent, notably Andes and An- aconda. United States Steel railied | with the rest. A few issues stood out against the trend, one of them Inter- national Combustion. General Motors led the automobile stocks in the late trading on revival of the report that Mr. Raskob was to return to his old position with the board. Money Situation. There was nothing in the immediate money situation to cause alarm. Today's renewal rate for call loans was 7 per cent unchanged, and the outlook was for a lower, rather than a higher, charge. For a time the copper stocks held out against the trend. Anaconda, which had unexpectedly gone on a $7 dividend | basis yesterday, obencd on a block of | 7,500 shares at 130, the previous high, | subsequently making a new high. Greene Cananea was up nearly 4 points in the first hour, while Kennecott sold fractionally within its best of record and Andes, Cerro de Pasco and others of the group were actively bought. Later on all these stocks came down from their highs, in sympathy with the reac- tion in the rest of the list. The outlook for the copper metal re- mains bright. The price is expected to go higher, and there are hopes for larger distributions to stockholders by several of the producing companies, but these considerations were of little avail in the situation that existed today. The Rock Island directors announced a $7 dividend basis for the common stock today against the $6 rate pre- viously paid. Rock Island was up a cou- ple of points on the news, but there was no corrésponding strength in the other railroad stocks. In this respect the market presented a striking con- trast to its action yesterday, when the Anaconda dividend was advanced. Baltimore & Ohio at 126 was off 5 points from its high of earlier in the week. New York Central, around 198, was down 6 points from its top of a few days ago. There was no real weakness in the rails, and the selling was doubtless more | for the purpose of protecting other com- | mitments than for any other reason. Steels Reactionary. Steel stocks were reactionary from the start. United States Steel, below 182, made a new low on the current de- cline. Bethlehem Steel resisted better, cialties, such as Johns-Manville, sold off sharply, this one stock being down from 6 to 7 points at one stage. The utilities were lower also. A feature of outstanding strength was United States Realty, respondin; the announcement that stock instead of bond financing was to be employed in the building construction industry. In the first hour the price ran up more than 10 points from the preceding close. U. S. GRAIN EXPORTS. Grain exports from the United States | | last week were 3,410,000 bushels, as com- pared with 3,260,000 bushels the previ- ous week. \ Commerce Department figures today gave the following comparisons between last week’s exports and those of the week before: Wheat, 975,000 bushels, against 260,000 bushels; rye, 5,000 against 26,000; oats, 34,000 against 52,- 000; corn, 2,018,000 bushels, against 2,- 541,000; barley, 378,000, against 381,000. through United States ports amounted to 2,720,000 bushels, against 3,513,000 bushels the week before, while last week's exports of North American wheat flour were 212,000 barrels, against 221,- 000 barrels the previous week. American Maracaibo Co. announces it has completed, at 2,930 feet, an oil well flowing 3,000 barrels daily in the Hen- dricks pool, Winkler County, Tex. The mmmny plans further development of its holdings in Texas and Oklahoma and drilling on its extensive acreage in Venezuela. Federal Light & Traction Co. reports 1928 electric output of its subsidiaries, operating in Missouri, Arkansas and Rocky Mountain territory, was 208,- 341,094 kilowatt hours, against 173,620, 681 in 1927, American Braes Co., Boston, follow- ing increase in co&pex prices, has an- nounced another increase of % of a cent a pound on brass and copper products, including seamless tubes, nickel silver and copper wire. Scrap was advanced 14 of a cent. Record shipments of 600,000 tons of finished steel were made by the Re-) public Iron & Steel Co. last year from its Warren, Ohio, plants. Sale of a New York Curb Exchange seat for $175,000, equaling the previous record high price, was announced yes- rday. The buyer was not disclosed. Arrangement has been made for sale of another seat at $171,000. United States Steel Corporation has stepped up its ingot rmductlon to about 88 per cent of capacity, comparing with 86 to 87 per cent a week ago and 85 per cent two weeks ago. Independents are reported at 83 per cent, against| suxfily above 82 per cent the past two weeks, Interstate Department Stores report January sales totaling $1,410,12¢ against $058,659 in January, 1928.
