TIGHT CREDIT AFFECTS j FOREIGN LOAN susmsss' ; | NEW YORK, August 15. (Special).— One of the collateral effects of the strained credit conditions in this coun- try is the complete cessation of Ameri- can financing of European and South and Central American loans. This may be a temporary condition, though the fear exists that New York has lost its prestige as an international money cen- ter and that foreign borrowers may. from now on, address themselves more | to London, and later to Paris, than | they have done at any time since the | war. | In the first six months of this year | the total flotations of foreign govern ; {ment, municipal and corporation bonds | and stocks ageregated $933.000,000. This | compared with $585,000,000 in the same | pertod of 1927 and $428.000.000 in 1926. | When money was easly last Spring it was | estimated that this year's foreign loans | would reach $1,750,000.000. 1t is now | doubtful whether they will come within'y $500,000,000 of this figure. e New York, next to Berlin, is the high- | est money market in the World tod The 5 per cent Federal Reserve discount | rate does not reflect the actual situa- | tion, with time money rates at 6!, per | cent and call money ruling around 7 per cent In London the open market discounts are between 41, and 4'. per cent and the Bank of England rate is | 41, per cent. The rate in France, | Switzerland is 3'; per cent, in Belgium | 4 per cent, Holland 4!, per cent, Den- | mark 5 per cent, and Italy and Norway | 51, per cent. The effect of this spread | has been to send funds from all over |z | Europe to the United States to take ad- | { vantage of the profitable loaning rates | here, | 8o long as rates hold up in this coun- | try, it would be difficult for investment | bankers to distribute new foreign loans | | |at a basis of yield of interest to the | | banks, who are their largest customers for such loans, and foreign borrowers would not pay the rates asked in order to make such loans attractive to the | American investor. | SEES FURTHER DECLINES. | NEW YORK, August 15 (#).—There is but little reason to suppose that the downward revision of stock prices and brokers' loans has been completed, and | | much evidence to indicate there re- mains a good deal more of corrective shrinkage to come, says Col. Leonard P. Ayres, vice president of the Cleve- land Trust Co., reviewing business. The annual influence which tends to stiffen money rates in the Fall is now under way, and it may be expected to be of ‘ilngruml importance until mid-Oc- tober. CHICA(}O DAIRY MARKET.
