The special purpose of Mr. Hoover's jour- ney is to find out the Spring planting requirements of a number of flooded districts. There is still $2,000,000 of Red Cross \inds available and the Secretary of Commerce is confident that more can he speedily had if his present inspec- tion shows that it is necessary.
