NORFOLK, Va., July 13.—Although she appeared in court to plead guilty, Federal Judge D. Lawrence Groner yesterday refused to accept the plea of Mrs. Muriel Dover, recently indicted in Philadelphia on a charge of ille- gally obtaining war veteran insurance funds from the Government. Mrs. Dover, who was brought here from Philadelphia Friday, appeared before Judge Groner to enter a plea of guilty, but the court asked first to hear her story and after hearing it declined_to accept the plea. Mrs. Dover said she first married to a Navy man here, who was drown- ed in the line of duty. She later mar- ried a man named Sudsburg of Hampton, who insisted, she said, that she continue to draw the war risk in- surance payments.
