EXPLAINS REPAIRS NEEDED BY STREETS Capt. H. C. Whitehurst De- fends Action of Surface Divi- sion at Meeting of Citizens. Reasons for the great amount of g§treet resurfacing necessary at the resent time in the District were given y Capt. H. C.
