By the Associated Press. RALEIGH, N. C. January 6.— Passage of a $30,000,000 highway bond issue was recommended last night by Gov. Angus W. McLean in his mes- sage delivered before a joint session of the Legislature, which convened vesterday. The governor also recommended State licenses for operators of motor vehicles, lights at night for horse- drawn vehicles and laws giving the State highway commission authority to beautify State highways. Appointment of a commission to study local taxation problems and make recommendations for reform was advocated.
