o0 ASK N REDUCTION y - IN ELECTRIC RATES Commissioner Wnll Urge; Congress to Maintain Present Charges. Congress should make no further re- duction in electric street lighting rates at the present session, the Dis. trict Commissioners decided vesterday in adopting a report of Maj. W. E. R. Covell, senior Assistant Engineer Com missioner and Public Utilities Com- mission attache, which showed that the average rate in Washington is far below that of other cities. The street lighting rates were cut 5 per cent by fon recently in connection - general reduction in all elec- tric current rates, giving Washington | an average rate per lamp below $20 a year. Maj. Covell explained that a memo- randum on electric current rates, pre- pared by B. McKay Bachman, statis- tician _of the Utilities Commission, showed that the average cost pew.lamp in the District during the current cal- endar year was $21, as compared with an average cost per lamp of $51 in 18 other cities, including some munici- | pally-owned plants. i “As a result of the earnings of the Potomac Electric Power Co. during the year of 1926,” Maj. Covell said in his report to the Commissioners, “it has been possible to reduce electric light rates again for this city. Al though the existing street light rates are not unreasonable, it was felt that it was proper to apply part of the reduction to them. As a result, street lighting rates for the District of Co- lumbia for the calendar year of 1927 will be reduced 5 per cent. This has been agreed to by the electric power company, and as a result the City of Washington will have very advanta- geous rates for the coming calendar vear. The average rate per lamp will be reduced below $20 a year. “In view of the report of Mr. Bach- man and the 5 per cent reduction ef- fected by the Public Utilities Commis- sion, it is felt that there should be no further reduction by Congress of the street lighting rates in the District of Columbia during the present session of Congress.” CIVITAN TO PROVIDE CHRISTMAS BASKETS Club Will Send Yuletide Goodies to Needy Families in Capital. Decision to furnish not less than 100 Christmas baskets to be distrib- uted to the poor people of Washing- ton on Christmas eve was reached at a luncheon of the Civitan Club in the La Fuyx\ta Hotel yesterday. J. N. Swartzell, airman of the special committee in charge of furnishing the baskets, reported that a large sum of money has already been raised, but that more is needed for that work. A program of music was rendered by S. T. Papas on a Spanish guitar and a Hawalian guitar, respectively. He was accompanied at the piano by Mrs. Papas. John Wildensteiner, who won sec- ond prize in the Civitan-Juvenile Gar- den Club contest conducted by the Civitan Club, was given $6 for com- mitting the Civitan creed to memory and reciting it at the luncheon. Contract for the grading of Hamil- ton street between Thirteenth and Fourteenth streets was awarded by the Commissioners yesterday to the G. B. Mullin Co., the low bidder, who quoted a price of 35 cents a cublc yard. The Commissioners also award- ed a contract to the Kirwan Engineer- ing Co. of Baltimore for the installa- tion of a heating system in the stables of the District refuse division, located between N and O and Ninth and Tenth streets. Miss Myra L. Spalding, through the magic of historical episodes, recounted in a manner which made real the thrilling days of yore the incldents leading up to the famous duel between Willlam J. Graves, a Representative from Kentucky, and Jonathan Cilley, a fellow member of Congress from Maine, fought in Washington the afternoon of February 24, 1838, * Her paper, the list of a series of three delivered by her before the so- ciety under the general topic of ‘“Duel- ing in the District,” was replete with names and data and with intimate details pertaining to the actual en- counter. Her previous papers dealt, in order, with the Barron-Decatur duel and the affair between Clay and Randolph, and her narrative last night, in addi- tion to detailing the specific incident of Graves and Cilley, bore out the main purpose of the papers, which was, as she said: “In the treatment of ‘Dueling in the District’ I have attempted to re- cord the duels which have occurred, their cause, progress, their outcome, thelr effect upon the social and politi- cal life of the’Capital, together with the various attempts of Congress to legislate dueling out of existence.” EDWIN H.
