A., retired, 68 years old, veteran of the Const Artillery, who was retired at his own request in 1919 after more than 42 years' service, is dead at his home in Brooklyn, N. Y., according to word sent from there yesterday. Col. Allen was commander of the coast defenses in several of the Fast- States between 1910 and 1916, the 1m1 ding the Potomac River, : Southern New York and Sand Hnok N. J. During the World War he commanded the Philip- pine Department, Coast Artillery Corps, and prior to that time com- manded the Northern Pacific Coast Artillery distri varlous other stations during his long career in the service.
