— BROOKHART URGES | CREDIT REVISION Holds Farmers Should Have Co-operative Banking Sys- tem to Cure llis. By the Associated Prems. CHICAGO, December 3. plete co-operative credit syst & co-operative reserve bank, all under the control of the farmers and labor- ing ple themselves, was advocated by 8mith W. Brookhart of Jowa as a solution of what he called the greatest farm crisis in American history, in an address before the Cook County Real Estate Board. The farmers are in their unenviable plight, he sald, because of high cost of transportation, high cost of credit, manipulation of credit against the farmers’ interests and the fact that the farmer must sell on a world market and buy on a protective market. Must Control System. ““With indirect discrimination against them by the banks, rallroads and Government tariff legislation,” he #aid, “the farmers cannot find relief nuntil they control their own credit svstem. This can easily be accom- plished by amending the intermediate credit act and giving it the functions of the co-operative reserve, with all the power of the Federal Reserve, and then giving the country banks per- mission to become members of it. “‘However, the farmers cannot suc- cessfully organize a co-operative sys- tem to control marketing of their own products under the laws as they now exist. This is true because -any co- operative system must have a com- plete co-operative credit system as a foundation, yet such a credit system is prohibited by law.
