NEW YORK, December 3.—Rail- way shares were not affected in the stock market today by the $15,000,000 rise in wages granted by the arbi- trators under the new railroad act. This news had reached Wall Street just before the close of business Thursday. It 8id not affect prices then but the question was whether it had proper opportunity to do so. The railway share market accord- ingly watched with considerable interest as business began today. Not only did the rail shares hold, but a numper of them advanced. The Van Sweringen stocks, Chesapeake and Ohio and the Erles were Very strong, Erie first preferred selling well up to *he highest of the vear. Atchison, New York Central, Reading and St. Touis-San Francisco were all higher. The announcement had no effect, partly because the railroads had been expecting an increase for the last year and had been getting ready for it, but more largely be- cause the increase, distributed over 15 of the Eastern roads, was too small to be of consequence; it was less than half of what the brother- hood had asked fo In the industrial section prices continued to work higher. Foreign bonds sold in the United States had a total par value of but $70,908,000. This compared with similar_sales of $195,685,000 in Octo ber and $145,690,000 in July. For the year, including November, issues of foreign securities floated" in the United States have had a par value of $1,181,763,600. Local Securities Hold Firm. Prices held firm on the local Stock fixchange today in fairly broad trad- ing. Washington Gas Light stock was in good demand, 40 shares selling at 72. Potomac Railway and Electric preferred came out at 108, while Washington Railway and Electric preferred sold to the extent of 55 shares at 99%. The recently listed Federal-American Co. common sold at 32%, and 10 shares of Dstrict National Bank stock brought 227. Bond prices were little changed. Georgetown Gas 5s sold at 98% and Washington Gas 5s at 10012. Railway and Electric 4s brought 83%. The final bond sale was in Washington Gas 6s at 104, Richmond Ratio Jumps. A striking indication of the de- creased need for Federal Reserve cred- it in the local fifth district was a de- cline of $6,702,000 in rediscounts at the Richmond bank during the week ended December 1. Bills discounted totaled only $29,205,000, against $35,- 907,000 the week before. A new issue of $1,350,000 West Vir- ginia Southern Coal Co. first mort- gage and leasehold gold bonds, 7 per cent series, due 1947, is being offered bby a syndicate headed by John Nick- erson & Co. and A. L. Chambers & Co., Inc. The bonds are priced at 99, to yield about 7.10 per cent, and carry detachable stock purchase warrants entitling holders to purchase common stock (no par value) at $20 per share at any time on or before January 1, 1947, except as otherwise provided in the mortgage, at the rate of 20 shares of stock for each $1,000 principal amount of the bonds. The company is being formed to acquire the assets of nine coal mining and selling prop- erties in the non-union fields of West Virginia. The next meeting of Baltimore and Ohio directors will be held on Decem- ber 15, instead of the last Wednesday of the month, December 29, the usual time of the dividend meeting. The question as to whether the next quar- terly dividend will be raised to a 7 per cent basis probably will be settled at that time. As only a few \n in which the company | ma; se its rights to subsaribe to Reading coal stock, a decision as to what disposition will be made of the rights may alsh be decided on that occasion. Baltimore and Ohio can either ex- ercise the rights by making a cash payment by January 1 and decide in the following six months what it will do with the coal stock, or dispose of the rights outright in the meantime. Cageless Counters Popular. Bankers from many parts of the country continue to come to Wash- ington to inspect the new ‘‘cageless counters” inaugurated by the Federal- American National Bank. These included the high grade oil bonds in general, some of the rails, among which the Eries weer the outstanding feature, and the French and Belgian issues in the foreign group. The new Standard Ofl fssue w priced at 97% to vield over 4.65 1 cent, runs for 25 years and is at 102 up to December 15, 1936, and | thereafter at par. The immediate of [fect was a broad upward movement in General Petroleum now alse n obligation of Standard of New York in Atlantic Refining 5% and the new Standard Oil of New Jersey bs selling on a when-i d basis. The latter sold in the outside market at a new high price above 102. There were several notable feature: in the utility and industrial groups. One was the new high price for all time for Hudson and Manhattan income bonds, which had been behind the market for a long time. Another was a spectacular up- turn in the Warner Sugar issues fol lowing on the striking ain of the day before. The first of 1941 jumped nearly 5 points almost di- rectly at the start, and the refunding 78 of 1939 were up over 5 points in the same time. International Mer- cantile Marine 6s were conspicuously firm. One report had it that buying was for the account of the company The leaders in the foreign list were the French and Belgian bonds. Bel- gian 7s at 9913 duplicated their record high, and all the active French is- sues' moved up to a greater or less degree.
