The new federation president also nroposes to make the organizatior more reprezentative of the people «f the District through an enlirgement of the personnel of the standing com- mittees. His first step will be to fouble the size of the educatlon com- mittee. of which he was chairman until his elevation to the presidency. The committee now is composed of nine members. Fiscal Relations Are Uncertain. A thorough and scientific study should be made of the fiscal relations | fi bétween the Federal and District Gov- | C, ernments in order to bring about & definite solution to the present uncer- tain condition, Mr. Yaden declared. Guesswork should be removed en- tirely from the controversy over the ratio between the contributions, he sald. He suggested that the commit- tee to make the study should be com- posed of three Senators, three mem- bers of the House and six citizens of the District. The Federal Government, Mr. Yaden believes, should contribute more than $9,000,000 to the mainte- nance of the District. Congress should be impréssed with the fact that Wasah- ington is the Nation's Capital and should be so regarded In making ap- propriations for the support of the city. While persomally opposed to the proposed bond {ssue, Mr. Yaden thinka the federation should give it serious consideration and make known its conclusions to the District Commis- aloners.
