NEW CONSTITUTION \ KSSUED BY GREECE Nation Becomes One of Most Advanced of Europe With Change. BY HIRAM K. MOD By Cable to The Star and Chic ATHE September 2.—The new Greek titutlon was promulgated today by publication in the official gazette. This first fundamental act of the new Condylis government makes Greece one of the most ad- vanced countries of Europe. The constitution is substantially that elaborated by the constituent as- #sembly after abolition of the monar- chy. This assembly was dissolved more than a year ago by Pangalos and the constitution shelved. In one point, the constitutibn is even more radical than the country ex- pected. It introduces propottional rep- resentation. This has been fought bitterly by certaln groups, especially tHe so-called progressive lberals—the old Venizelos party—headed by M. Caphandaris. Message Shows Struggle. Gen. Condylis imposed his will on the government, but how desperately he struggled is shown by his message to the Greek nation published Wed- in which he denounces the nit machinations” of Caphan- dnesday afternoon a small but noisy group of Caphandaris support- “ |ers conducted a demonstration before the government offices, shouting “Down with proportional representa- tion!” But mostly the Greek people accept the sensational change from a dictatorship to advanced iiberalism with calmness. Elections are fixed for October 24. The new Parliament will function for a fortnight as a constituent assem- bly, ratifying and possibly moditying the' new constitution. It. appears probable that the government will not try Gen. Pangalos until Parliament glves its consent, for Gen. Condylis wishes carefully’ to observe legal forms. Both the Republican candi- dates for governor, Marfon A. Humphdeys and Addison E. Mullikin, and Senator O. E.
