NEW YORK, July '13.—Changes of conscience, as well as of forture, have come to Charles Algernon Smith, the Government's star witness in the trial of William.V. Dwyer and nine others, charged -with enormous illegal importations of liquor. Smith who testified that he once piloted vessels for Dwyer, making runs between rum row and the shore at $200 a trip, I8 now employed at $50 a week in reconditioning a Gov- ernment rum, chaser. He said he made more than 200 runs for Dwyer, who is alleged to have brouzht $40,000,000 worth of liquors into the country. ° Only on three .occaxions, Smith id, did the vessels he piloted fall vietims to:the Government cutters.. The only . time he was arraigned, he said, Dwyer put up the bond and his case was never called in court. The defense counsel sought to draw from Smith his reasons for accepting work on_a Government testifying against a man’ in Wwhose employ he had earned ' more than $40,000. Smith- testified that on the rum- running trips the Hquoerladen contact boats were always met agents of men standing around.. Once, he said, a load of lquor was landed on the Bellevue Hospital docks, « During the war Smith was a petty officer in the ‘Navy..
