FIVE GUARDIANSHIP | BILLS APPROVED Citizens’ Advisory Council Favors Limiting Fees to 5 Per Cent. Five bills designed to bring reforms In the administration of the estates of insane persons and other public wards were approved by the Citizens’ Advisory Council last night at its weekly session in the office of Engl- neer Commissioner J. Franklin Bell. Approval of the bills was recommend- ed in reports submitted by Council- men George R. Wales and Robert Faulkner. No mention was made of Mr. Fenning's name or of conditions reported to exist under existing laws A reduction in the maximum al- lowance of guardians or committees from 10 to 5 per cent of the total| amounts of estates administered is | proposed in one of the bills An | emendment was recommended by the council permitting the courts to make exceptions in cases of small estates. Two other bills limited to five the number of infants and insane persons, respectively, for whom any one per-| son could act as guardian. An amend- | ment was sugzested to these to permit | the courts additional flexibility in ex ceptional cases. Another bill would prevent the railroading of persons into insane asylums.
