PRECINGT JUDGES URGED BY HESSE, Indorses Move to Establish System as Relief for Po- lice Courts. Chief of Police Edwin B. Hesse mgrees with the Citizens' Advisory Council in advocating the establish ment of a system of magistrate courts in the police precincts to relieve con gestion in the Police Court Maj Hesse helieves that the magis- trate courts not only would rel'eve the police courts of ahout A0 per cent of cases involving misdemeanors and violations of minor traffic regulatior but undoubtedly would keep police men on the street longer than under the present system. The police now, according to the chief, spend entirely | ;" too much time sitting around in court | waiting fnr cases to he called. : wrts in six of the pre- | o helieved, would be | sufficient to handle virtually all cases of misdemeanors and minor infrac- tions of the traffic regulations, which constitute the largest hulk of cases tried in the Police Courts. The mag istrate courts also, he said, would give the offenders a much speedier | trial than is now possible with the | Police Court dockets bulging with | eccumulated cases. The facility with which the could be dis trate court plained, would require only the part-| time services of the magistrates. Good lawvers, he believes, could he prevailed upon to devote a few hours | a day to act as magistrates in the | precinct courts. The movement for the creation of |3, & svstem of magistrate courts w started several vears ago, and Tuesday night when it adopted a r revived by the Advisory Council port on the bill proposing to alle- viate the congested conditions in the Police Courts through the erection of an addition to the present build- ing. The report suggested that in| 1leu of increased facilities considera- | tion be given to the establishment of a magistrate system. Georze R. Wales, who reported on the hill. ex- pressed the opinion that magistrate courts in six of the police precincts could dispose of ahout 75 per cent of the cases now taken to the Police Courts. A new location must be found for it as the building is being demolished, but the announcement stated that the club has had no other difficulties.
