TOKIO, June 3.—Premier Reijiro Wakatsuki has reorganized the cab- inet with a view to giving it the po- litical stability necessary for weath- ering the 1926-27 session of the Im- perial Diet. sterday he announced new appointments to four portfolios. This marks the first change in the government since Mr. Wakatsuki in- herited its leadership, four months ago, on the death of Count Takaaki Kato. Along with the premiership the leadership of the Kenseikai, or go ernment party, in the House of Rep- -resentatives, also passed to Mr. Wa- katsuki. Minister of Railyays. The chief element of new strength 1= the inclusion of Viscount Kyo- shiro Inouye, until today parliamen- tary secretary to the na comes minister of railw prominent in the Kenkyuk est party in the House of Peers. which 1= expected now to support the gov- ernment. The influence of this party has grown steadily in recent vears, with greater activity of its highly placed members in politics. Other cabinet changes are the ap- pointment of Y. Hamaguchi, hitherto finance minister, to be home minister; of S. Hayami, hitherto minister of azriculture and commerce. to the finance portfolio,*and of Chugi Ma- chida, Kenseikai leader, to the agri- enlture ministry. As home minister, Mr. Hamaguchi succeeds the premler, who held that post concurrently with the premiership. Beardsley, gem salesman, he reported to the police. The trunk was stolen while en route from Grand Rapids to Chicago. | Beardsley, who represents Kohn & Co. of Newark, discovered the loss only after his arrival at a Chicagoe Hotel. He sald the gems were in- sured. \ His rifled trunk was found in a room in another hotel here. The rogm had been occupied by a man who registered as B. A program for immediate construc- tion of about 70 structures under the new public buildings bill has been mapped out by Treasury and Post|" Office Department officials. Upon the approval of Secretary Mellon and Postmaster General New the program will be submitted to Congress for appropriations, which it is hoped will be supplied in the deficiency bill now being drafted. This would make the funds available to start work this Summer. Most of the first year's construc- tion is expected to be c#hfined to completion of projects authorized in 1913, for which $15,000,000 was pro- vided in the $165,000,000 measure just passed.
