NEW LIQUOR EDICT CONSIDERED DEAD Jealousy of Political Rights Regarded Main Cause of Congressional Attack. By Consolidated Press. Although there is no indication as vet that President Coolidge will with draw the executive order which he is sued recently whereby State and clty officlals may become prohibition en forcement officers on the Federal pay roll, the edict may be considered as good as dead for all practical purposes. Just as Assistant Secretary Andrews found politics an obstacle to his plan for the appointment of regional direc- tors who would not be confined to State lines, =0 has he encountered se- vere opposition in attempting to add loral officals to his enforcement ma- chinery. And when politics becomes a serious i factor the administration feels it ex pedient to recognize the dangers there- | of, preferring to keep In the good graces of Congress because of the need of support for legislation affecting other phases of prohibition, particu- larly appropriations. Political Reasons Uppermost. Mr. Andrews found in the first in- stance that Senators did not want re- gional directors appointed who would have the power of appointing local offi- clals in States other than their own. The power to appoint might thus be taken out of the hands of members of Congress. This also has been discov- ered to be the principal objection to | the President’s latest executive order. The merits of the wet and dry ques tion have little to do with the problem of that which has arisen Aor is the legality of the order a serious phase of the matter, for in ad dition to the opinion of the Attorney General to the effect that the order is constitutional, there are numerous cases in which State officers actually have served the Federal Government. The truth is that the legality is seized upon as a method of debating the whole issue because it would not be S0 easy to argue the matter of politi cal control. Members of Congress do not care to admit publicly that they oppose any executive order for politi cal reasons. | The incident has its important as- | pects, however, entirely apart from the political equation. It means that | prohibition enforcement has tempo- | rarily received a setback. This is be- | cause the advocates of rigid- enforce- ment, including the Anti-Saloon | League, have seen from the start that until the co-operation of the local of- ficers throughout the country could be won there might not be efficient ad- | ministration of the Volstead act.
