PLUMBING (New) Gas Water Heaters be reached and the fact that the mon- archists devoted more time to disput- g | ing among themselves than in pre- senting a solid front against a com- mon enemy appears to have spelled the doom of any organized or efficient attempt to overthrow the Russian Soviets from this quarter. Figuratively, the emigres congress blew up vesterday afternoon as com- pletely as if the Bolsheviki had thrown a bomb into it. The wreckage of the right parties’ hopes seemed in- evitable after the left section of the congress, with the aid of the presi. dent, Prof. Strouve, voted against the formation of a permanent committee to carry on an active struggle to drive the Bolsheviki out of Russia. Inability to form a committee means that the emigres still lack a single directing force to co-ordinate their resources and enersles. JOHN J.
