NEW YORK, March 12—Cotton fu- tures opened steady; Ma V. 18.33; October, 17.65; Dece mlmr, 17 January, 17.28. Cotton was steady today at a de- cline of 3 points to an advance of 7 points. Prices were about 7 to 10 points net higher after the call on renewed covering by Wall Street or local traders, commission house buy- ing promoted by larger domestic con- sumption figures than expected and reports of continued low temperatures in_the South. July sold up to 18.48 and December to 17.42, but the market attracted realizing by recent buvers at these figures, while the demand from shorts was less active after the cove ering of yesterday. Prices then eased, July selling around 18.35, and December, 17.33, at the end of the first ‘hour, or about net unchanged to 2 points lower. The census report showed domestic consumption of 567,244 bales for February, compared with 583,192 for January and 550,775 for February last year. New Orleans Quotations. NEW . Liberty Loan Payments F' According to a statement made ot the Treasury the Government will pay an average of 1% per cent above par for $121,750,000 in third lberty loan bonds, which it recently offered to buy direct from holders. No prices were set in the Treasury's offer to buy these bonds, which ma- ture in 1928 and bear inferest of 45 per cent. All proposals for le at prices not exceeding 101 10-32 have been accepted, Secretary Mellon an- nounces. Payment on all accepted offers will be made March 23, when the bonds to be sold should be in the hands of the Federal Reserve Barks. More than $148,000,000 of the bonds were tender- ed for sale. Allotment Plans Announced. The Treasury also announced that the total subscription on its offering of 20-30 year bonds at a premium of 13 per cent over par amounted to $647,000,000. All subscriptions not exceeding $50.000 will be allotted in full. Sul. scriptions between $50,000 and $100,000 will be allotted up to 80 per cent; he tween $100,000 and $500,000, 60 per cent, and over $300,000, 50 per cent. B. & 0. Seek Railroad Control. Budget Thrift Plan Success. An echo of the recent Thrift weelg campaign held in Washington comes in a suggestion by the Magazine of Wall Street that every family ought to have not only a carefully prepared budget covering all home expenses, but that a “watch dog" over the bud get is also greatly needed. Every suc- cessful corporation has some one watch the expenditure of every cent and limit the outlay wherever possible. So far as Washington Is concerned it is declared by local bankers that the home-budget phase of the Thrift week campalgn was a success. Just how successful is bard to s most banks gave out all or ne: Ar]v all of the little budget books which they kept on hand for their customers. As all the banks were liberally supplied with these books, the campaign must have made a strong appeal. Florida Boom Slows Up. According to the Alexander Hamil- ton Institute Trade Bulletin the vol- ume of trade in Maryland during February was very good. It was re- ported as “good to fair” in District of Columbia, Virginia and West Vir- ginia. The bulletin adds that there | is every reason to expect a satisfa tory volume of sales during the res of March and in April.
