PUZZLED OVER TACNA-ARICA ISSUE Officials Still Hoping Chile- Peru Problem Will Be Solved by Plebiscite. By the Associated Press. Despite the growing difliculties of its position troversy in South America, American government apparently clinging to its hope that the question can be settled by a plebiscite in the | disputed provinces. It was said at the State Department today that the United driving toward a plebise both the interested parties Peruapepared to desire it. Reports from South America have indicated a growing pessimism there over the possibility carrying into ef- fect this portion of President { Coolidge’s award as arbitrator, and the American government's own rep- resentatives at Arica have indicated that their situation was growing more { difficult instead of improving. Decline to Discuss Suggestions. But if these circumstances have Imade any impression at the State | Department, refused to admit it. T! uss suggestior circles that any diplomatic steps | been taken or might be taken fo | solution without a_plebiscite There is no doubt that behind the screen of extreme secrecy the de- partment is much concerned over the situation in which it finds itself deeply involved. When the negotiations be- gan, deepartment oflicials endeavored to give the impression that President Coolidge alone was handling the mat- ter as personal arbitrator, and that the depurtment had nothing to do [with it. Now, however, it is dent | that the most important officials of the | department are giving the contro- | versy their earnest attention, and are | wondering how it all will come out. | On some occasions in the past diplo- | matic_channels have been utilized in an effort to smooth over the situ- ation at Arica, but apparently with little avail. the is Chile and Suggestions Are Ignored. Suggestions that other South Amer- fcan countries might be willing to intervene, and thus lift some of the load of embarassment from the State Department, have been in circuls tion in the Latin American diplomatic >rps here and in the South American | capitals. No one is willinz to dis | close where these suggestions came from, but it is quite clear no enthusiasm among the American countries mentioned ble mediators. For a long time, tov, suggestions that the plebiscite be abandoned and some other method of settlement be sought by the United States have been floating about in the diplomatic over-the-teacups discussions of Wash- ington and the southern capitals, but how far that proposal has gone, and what part the State Department itself may have taken in the movement, re- mains undisclosed. Whatever it amounted to, it defi- nitely seems to have failed, and the department is as much at a loss as ever to find any solution aside from the much discounted plebiscite.
