NOYES. 1 For the last few months I have been skirting or penetrating sections of the world in which unrest, discontent or war-making prevails, where the re- lations of the white man with the yellow and brown men are being re adjusted. From boycotting, warring, chaotic China, through India and Egypt to Mosul, Syria and Morocco, Asia and Africa have taken issue with dominat- ing Kurope, seizing the opportunity of the latter's afterthe-war exhaustion and apparently irreconcilable dissen- sions. Nothing could be more timely than Furope's semi-reconciliation at Lo- sarno. While the nations of Europe, both conquerors and conquered, have been dragging one another down into the pit of distress and despond and new and ancient hates have been kept inflamed, Asia and North Africa have taken advantage of European division to move menacingly for redress of *arievanc terment of international status or full rellef from foreign dom- ination, however beneficial materially that domination in some instances has proved. Our problem in Jupan is to preserve intact our effective safeguards against unassimiluble immigration and at the same time to heal, If we can, the wound to Japanese self-respect in- flicted by our brusque and Inconsider ate method of accomplishing a neces ry result. It ought to be possible without injury to the national wel- fare to make friendly and acceptable gesture of appreciation and sympa thetic good will toward our virile and sensitive neighbor in the Pacific. Japan's Dual Role. Japan has a difficult dual role to play in China. Japan is one of the world's great military powers, recognized among the leaders on equal terms in the World War alllance. She won her place among the leaders by vic- tories over China and Russia. She is In the little group of dominating pow- ers which claim as of right special privileges in relation to other weaker nations and with reluctance surren- ders any of these special privileges and concessions unless all of the other dominating powers make simul- taneously a like surrender. From this viewpoint her inter- est lies in checking China’s progress toward nationalism or homogeneity or approximate unity as a political or military power. Japan is to be kept strong and dominating by keeping China divided and weak. Japan, with her limited productive areas and com- paratively small population, cannot afford to permit either China or Rus- sfa, with their vast areas, population and resources, to become 0o strong. Japan’s domination of Asia would be vitally threatened. On the other hund, Japan to retain Asfatic leadership must be the sym pathetic, helpful protector in a mili- ary sense lo the other Aslatic ni- tions or peoples. Her slogan publicly must be “Asia for the Asiatics,” and not mevely “Asia for Japan.” In pur- suance of this policy she must help to unify China and to make her rong, running the risk of being dis- placed in_ Asiatic leadership in the fu- ture by China, on account of the lat- ter's vast resources and man power. Struggle to Control Asia. The threat to Japan of the uggres. sive imperfalism of Soviet Russia also drives Japan lo this dual role. If China is eventually to be unified and made strong, the prospective formida ble neighbor must, Japan perceives, be brought to recognize that Japan, not ,Russia, is its real friend and natural affinity. On the other hand. if China is to continue to be divided and to be ruled by shifting combina- tions of war lords, subwarlords and armies of mercenary soldiers, Japan must, she understunds, outguess Rus- sia_as to the winning combination and so place her contribution of money and war supplies as to help the vie- tor to win. Jupan feels that the ruling war lord, if anybody's puppet, must be her puppet and not Russia’s. Japan has a vivid remembrance of China's boycott of her a few years ugo and will not be caught again. The Shanghai strike took its initiative in a Japanese plant where special ill- treatment of Chinese employes was alleged, but when the controversy be- came international and boycott was threatened, Japan quickly and quietly made her separate peace with China, and left Great Britain “to hold the bag,” of which Japan had started the making. Great Britain has suffered keenly from the full force of this boy- cott.
