The White radio bill. drafted after more than two vears of careful atudy of the entire radio problem, today ap- peared assured of a comparatively easy trip through Congress. Backed by the administration through Secretary Hoover and officials of the Army and Navy, by the radio industry and by the broadcasters of the Nation, the measure was found almost bullet proof during the brief committee sessions, at which it was discussed vesterday and today. Instead of the heated debate which has fea tured the majority of hearings on radio measures in the past, the White bill to date has drawn mostly state. ments of commendation, with only a tew suggestions for slight changes in phraseology. The only controversial point that was rajsed at the Wednesday ession of the committee was one regarding the question of the superpower sta tlon of the Radio Corporation of America at Bound Brook, N. J. And this, committee members pointed out lies outside the sphere of the com mittee's hearings. Protests againat high power the use of exceed by that station offered by several representa tives from New lersey, who filed complainta of re<idents of the area about the Bound Brook station. In answer to these complaints, Willlam Brown, representing the Radio Cor poration of America, offered a state ment by engineers of his compuny at the station as at present op srated ix entirely experimental and that the interference of which com. plaint was made will be eliminated The only other interrogation which evoked any particular interest from members of the commities was one directed at W. E. Harkness of the American Telephone and Telegraph ‘o, regarding the fees charged for hroadeasting from the company's sta tions. The average charges. Mr. Hark- ness stated, are approximately $400 an_hour at WEAF., New York, and AP. Waxhingion now is helieved that the White 1ill will be reperted out of committes hy the end of January. and that its adoption will follow with little delay. In alternating-current circults the resist ance In the cireuit to the flow of a current depends on other factors bhe. sides the actual “ohmic” resistance oftered by marerials which we ordi narily think of as offering resistance to thé flow of a current Current Flow Explained. In a directcurrent circuit a coil of wire connectad into the circuit resists | the flow of current oniy to the extent of the resistivity of the wire of which the coil is made. In alternating cur rent. especialiy in cases of high-fre |auency alternating current. the ac | {tion of the coil is quite different. In such cases the current is alternately building up and collapsing. causing a bullding up and collapsing of the mag { netic lines of flux which the passage ! of ® current through a wire causes. This produces an action in the clr cuit that 1 similar in itx effect to the introduction of resistanc The apparent resist ! the Introduction of denser in an alterns cuit ix called “reactance.” That of fered by a coill ix called “inductive reactance.” and that offered hy a con lenser is called “capacitive reactance.” The effects of inductance and capac- ity oceur when the voltage or current in_the circuit changes fn intensity. That s why they are ohtained in an alternating circuit where the voltage and current is changing constantly. upon nee cavsed by Al or of @ con tng-current Due to Change of_Current. T'he effects due to inductance de pend on a change of current in the circuit. The effects due to capacit depend on a change in voltage in the circuit. The reaction of an inductance in a cffcuit tends to prevent and change in current while the reaction of a condenser tends to prevent any change in voltage. The most important characteristic of the action of inductance and capac- ity in a eireuit ix that the reaction changes with the frequeney. It is, therefore, posaible to have a circuit in which the reactance to a current of one frequency is greater than the reaciance to a current of a higher or a lower frequency. By properly ad- | justing the values of inductance and cap: city, then, it is possible to adjust a circuil to offer very little resistance to tie flow of a current of one fre- quency, but high resistance to the flow of current of other frequencies. This in the secret of tuning a radio | circuit. The ecircuit is adjusted to offer very little resistance to the flow of a current of the desired frequency or wave length. In that condition the circuit offers considerable resist. ance to the flow_of current of other frequencies, so that the effect is to cause the selection of the desired fre- quency and the refection of the others, The combined resistance offered hy the actual or direct current resistance of the circuit, the inductive reactance i and capacitive reactance, is called the “impedance” of the circuit.
