NEW YORK, December 15.—Lieut. Col. Harold E. Hartney, reserve offi- cer of the Army Air Service and vice president of the General Airways Sys- tem, forwarded an offer yesterday to Secratary of War Davis to give 3,328 pilots in the Army Air Service Reserve an opportunity to fly one hour each week, with insurance against death or, injury. The offer i made in a letter in which Lieut. Col. Hartney, who is affiliated with the Sikorsky Aerial Engineering Corporation, proposes the establish- ment of 160 training centers through- out the United States and its terri- tories and the construction of 450 alr- planes of a rellable type for practice purposes.
