TOKIO, The commission on extraterritorial- ity is being formed under the ou- thority of a resolution of the Wash- ington conference which declared that the powers were prepared to relin- quish extraterritorial rights in China when satisfied that the state of Chi- nese laws, the arrangements for thelr administration and other considera- tions warrant them in so doing.
