Five European states have rank of g powers—Rritain, | France, Germany, Italy and Russia. Among the secondary European states Poland undoubtedly holds first place. It occuples, indeed, an intermediate position between the great and the smaller nations of Europe, ranking sixth in most respects, but third in arable land, and is well to the fore- &round through the significance of its political role. Its interior consolida- tion is progressing and its diplos activities are considerable. \Vig in spirit, rich in resources and in in telligence, populous and progr ive, to make its voice heard in the councils of the nations. ‘Was Victim of Propaganda. One finds an organized country with competent officials, an army of good officers and splendid troops, well armed, well organized and capable of putting 1,000,000 men into the field. Material Improvements Seen. Good trains run frequently and regularly over a network of rallways. Industries, reorganized, are beginning to thrive...A eourageous fiscal re- form, carried out without foreign as- P nce, has put Polish ecurrency practically on a gold basis, but has made the cost of living incredibly high. Still, fod is relatively plenti- ful and in good vears ther 2 for export. Famine and pi have vanished like nightmares. The countrysides are quiet and rich. Lubin, Lodz, Lwow, Cracow, Poznan, Vilna ‘and Warsaw swarm with pros. perous-looking people who live in an atmosphere of liberal democracy. Stu- dents of both sexes fill the large uni- versities to overflowing. Shops are well stocked with goods. Streets are well kept and buildings are refur- nished. An elegant soclety of tall men and handsome women goes to midnight balls in the, large hotels. Newspapers and_periodicals circulate in profusion. And everywhere are book stores filled not with cheap novels but with the very best works of science and general literature, In Polish, German and French. The Poles are decidedly an Intellectual people. They occupy even mnow seventh place among the nations in literary producti Warsaw, the c almost as a revelation. They do not correspond with the ominous descrip- tions of the hostile propagandists. One looks in vain for the bellicose, narrow- minded, persecuting Poles of recent legend.’ One finds instead a pecullarly ve, active, liberal and intelli- ple, individualistic and at times a bit excitable, but throbbing with life and energy and giving evi- dence of @nything but national jnca- pacity. There are dark spots on the plc- ture, certainly. All is not perfect in Poland. Grave problems remain to be solved. But the natural genius, vig- orous and vital, is aware of the diffi- culties, is grappling with the prob- lems, and I confess to a feeling of confident optimism regarding that much-debated question—the future of Poland.
