By the Associated Pres: WILKES-BARRE, Pa., August 19.— In an effort to avert a suspension of mining operations in the anthracite fields on September 1, invitations were sent out today by a committee of Wilkes-Barre citizens to municipal offi- cials, presidents of civic and fraternal organizations and sine: men throughout the hard coal region to at- tend a meeting here tomorrow. It is hoped to devise a means of bringing the miner: leaders and op- erators back into conference and avert a shutdown of the mines when the present wage scale expires. Several hundred representative citizens of the region are expected to respond to the call. IMPROVEMENT SEEN. Soft Coal Fields in Middle West Re- opening. PHILADELPHIA, August 19 (®).— Western bituminous coal flelds yester {day sent a cheering ray through the | gloom of the Eastern anthracite situa- tion, particularly since their alleged | connection with it This came in reports received at the headquarters of the United Mine Workers at the Hotel Bellevue- | ford here, that a number of soft-coal | mines were reopening in Illinois and | Indfana in answer to fuel demands on the part of erstwhile hard-coal con- sumers in the northwest and other outlying market sections which an- thracite suspension September 1 would be first to hij. The revival, according to the miners’ information, was de- veloping considerable proportions. After taking stock of the competi- tive threat of the new soft-coal ton- nage, various experts in the anthra- cite trade here took the view that it might likely help more than hurt. They said they granted that -this | tonnage would probably displace from the market just that much hard coal { and that hard coal miners and opera- tors would find it corerspondingly ex- pensive. But they pointed out that the mines involved, as well as the mines in the path of further develop- | ment of the boom, were in fields gov- erned by the contested Jacksonville agreement. Their activity, then, it was sald, | would tend to stabilize these troubled | areas through prosperity. Solvencv, they prescribed, would be the best antidote for the desperation there growing out of the present tests of the Jacksonville agreement, a despera- tion which, they said, had already come crying ipto anthracite territory for comfort and relief. If he plans to turn he must fall into the line of machines nearest the curb. To try out the plan, Col. Moller said, parking of vehicles will be prohibited for a distance of 40 or 50 feet from the intersection in order to give the turning vehicles a chance to get in against the curb before turning. The fact' that the machines intend- ing to turn are formed in line against the curb while traffic is noving on Pennsylvania avenue wiil form a barrier which will tend to keep pedestrians from starting across the avenue from Fourteenth street with traffic against them, Col. Moller said. At the same time, the pedestrians who are at the moment walking in the cross-walks on Fourteenth street will not have vehicles cutting in front of them in making the right or left-hand turn. Under the present system a vehicle In making a right-hand turn must go through a group of pedestrians either on one cross-walk or the other, whether he makes the turn on the “Go” sign or the “Stop” sign. Under this plan he must stop before crossing the walk on the street into which he has turned. Problem Baffling. On Monday of this week traffic po- licemen were ordered to adopt the two-whistle system to give pedestrians a better chance of crossing busy in- tersection, and pedestrians were urged to co-operate by walking only with the Go sign toward them. Col. Moller felt, however, that the present method of turning left the pedestrian exposed to some danger even while walking with the signal. He has been endeavoring for a week to devise some plan of improving the rule for turning. Whether the new system will be adopted gererally at policed Interesc- tions will depend entirely upon how it works at Fourteenth street and Penn- sylvania avenue. Inspector E. W. Brown of the Traf- fic Bureau will have extra men at that | intersection to acquaint motorists with the new rule when it is tried out. East Arlington Home Burns. Special Dispatch to The Star.
