MOSCOW, August 7 (#).—The all- Russian textile syndicate has pur- chased this vear $36.300.000 worth of eotton from the United States, a part of which already is in transit, according to official information here, Tt is sald the operations were financed by the Chase National Bank and the | Hquitable Co. of New York. Further negotiations looking to the consolidation of Soviet business con- nections in the United States are be- ing carried on here by Reeve Schley, vice-president of the Chase National Bank, and the Soviet Banx for Foreign Trade, and state textile syndicate. Agreement in principle has been reached on numerous points regarding future commercial banking business between Russia and the United States, it is said. These agreements will be ratified when Mr. Schley returns to New York. Mr. Schley. who with a Mr. Fleming, a New York cotton man, has been here since August. has investigated the conditions of the Russian cotton- owing area and Russian textile industry since his arrival here. There was nothing significant of any change in the status of the investment. It was simply the ‘usual course following on the expiration of a syndicate agree- ment. Leads Speculative Rails. Missouri-Kansas-Texas _adjustments resumed the position of leadership among the speculative ralls. After having sold down to a fraction above 89, against the high record of 91% late in July, it advartced rapidly today above 90. The other speculative fa- vorites, such as Seaboard Air Line ad- justments, International Great ern adjustments, the St. Louls Francisco issues, were practically sta- tionary. Industrials were irregular, but the conspicuous movements were upward. Virginia-Carolina Chemical 7s crossed par for the first time in two vears. There was a fractional rally in International Mercantile Ma- rine 6s. Unusual activity came into Cuba Cane 8s, but demand and supply were just about balanced.
