It has been made clear, however, that the Washington administration belleves it would be advisable to move without delay along the line mapped out by the Washing- ton conference. While it has been realized here that present conditfons in China do not afford the best possible atmosphere for such a conference as is being con- sidered, it is also apparent that hopes are entertained that the calling of it might tend to tranquillize the situa- tion. In Chinese circles it is argued that despite the political splits in that country with the central government exercising only partial control, all tions probably would accept an in- vitation from the Peking authorities to be represented on the delegation to an international conference, which, of itself, would help to smooth over the present outbreak. MOSCOW, July 2.—Foreign Min- ister Tchitcherin has issued a state- ment asserting that although the sympathies of the Russians are on the side of the Chinese in their strug- gle for complete liberation from for- eign domination the Soviet govern- ment’s policy is to avold any action which could be regarded as interven- tion in China's internal affairs. The statement was prompted by the unceasing attacks upon Soviet Russia in the English newspapers in con- nection with the present situation in China, coupled with the recent speech at Loughborough by Lord Birken- head, which is regarded here as offi- clal sanction for these attacks. ympathy does not mean interven- tion,” says Tchitcherin in refuting statements that Russla is interested in prolonging the state of chaos in China and desires to assume the role of protector there.
