Va., May 19.— State police nvestigating an explo- sion that wrecked a company bunk: house at the Panama mine of the Ben Franklin Coal Company yesterday had made no arrests in the case early today. At Fairmont last night 142 men and women who had been in jail for some time on charges of picketing and intimidating non-union mine; were free under bond. Counsel for the United Mine Workers, appearing for them, have entered pleas of not guilty. The attorneys have been granted until Frid: complaints of the New England Fuel and Transportation Company against those under bond. The Mineral State Coal Company’s Parrs Run mine is now reopened on an open shop basis, being the eighth of the larger mines in Marshall Coun- ty that have resumed operations, LAW TO BE TESTED Colored Voters in Richmond to Seek Places on Democratic Ticket for Magistrates. $8pecial Dispatch to The St RICHMOND, Va., May 19.—Colored yoters of the city are preparing to Make a test of the primary laws of the Democrats. The colored voters, having in large severed relations with the licans, are to make a demand for places for their race on the ticket o be voted in the primary next August. They want to elect colored magistrates for the @olored section of the city. : The law has been attacked on a previous occasion, and, as the primary s held under the general terms of the State law, but applicable to the white Democrats, the courts have held that the Legislature has a right to allow a primary to be held under party fegulations, and that the party can make whatever restrictions it sees fit to impose. The colored voters are meeking by this means—participation in the primary—to have a voice in public affairs,” inasmuch as the pri- mary is really the election. Record Vote in Sight. SIMONDS. of The French campaign in Morocco, which is steadily taking on more con- siderable importance, has three sep- arate angles, only one of which is military, the others being political— domestic politics in the case of France and international politics, since Brit- ain, Spain, Italy and France are all concerned. Of these three aspects, the military is perhaps the least important, al- though the most spectacular. The eruption of the forces of Abd-el-Krim |in the French portion of Morocco is an inevitable consequence of the suc- cess of this Moorish leader in driving Spanish out of the larger part of protectorate. Flushed with vie- y over the Spaniards, furnished with every sort of weapon taken from the Spanish, he is obviously seekings to repeat his triumphs, this time at the expense of the French and with the idea of conquering all of Morocco and making himself sherif or em- peror. Country Mountainous. The geographical circumstances of the operations are these: In the larger part of what the French call Africa Minor and we still name the Barbary States, “the High Barbaree’ of our old Navy, the Mediterranean seaboard is dominated by high ranges of mountains. these fall down to a chain of v | which run east and west—th: paraliel to the sea. Behind these v vs rise the main Atlas mountai which in Morocco reach Alpine heights. The main railways and highroads from east to west, connecting the cities of Tunis, Algiers, Oran and Fez, burrow these valleys. In the division of Morocco Spain received that part of the old Sherifian empire north of the range of coastal mountains, ex- tending from the mouth of the Muluya River, just west of the Algerian frontier, to the Tangier Peninsula. This strip is less than a hundred miles long and nowhere more than fitty deep. The actual frontier be- tween the Spanish and French zones is the crest of the coastal hills, the Anti-Atlas of some geographies. Fez’s Importance Wanes.
