The new proposal is confined strictly o control of the arms traffic, and the invitation to the Geneva meeting was accepted by the Washington Government ol that basis. Many practi¢al difficulties are held to stand in the way of executive su-| pervision of arms production in the United States, which made it inex- nedient to enter any conference that | would touch upon such proposals. The draft convention provides for | a licensing system for international arms shipments, defines categories of | military and non-military arms, es- tablishes machinery for complete pub- licity of all such transactions and proposes definition of géographical prohibited zones” to keep fighting equipment out of the hands of groups in backward nations. Africa is the only such probable zone mentioned indirectly in the draft conventions, the whole matter defining these zones being left to the conference itself.
