CHILE ARBITRATOR ON TACNA PRAISED Augustin Edwards Rafed Fine Associate for Pershing in Settling Disput The State Department recelved yes- terday announcement of the appoint- ment of Augustin Edwards to act as Chilean member on the Tacna-Arica nlebiscite commission. Pending the nomination of the Peruvian delegate and the completion of the, commis- sion the State Department withheld not only any official statement as to t3_attitude toward the nomination the Chilean appointee, but refused to publish messages received from Chile and Peru commending the choice of Gen. Pershing as president of the commission. It was evident, however, that Washington officials were greatly pleased that so prominent and wide- ly known a Chilean should have been chosen to aid Gen. Pershing in super- vising the plebiscite and enforcing the gunditions provided in the arbi- tral award. Edwards' last diplomatic experiences in London and elsewhere and his intimate knowledge of the conditions - existing in Tacna and Arica are thought here to make him a particularly fitting partner for Pershing. The abilities he displayed as presi- dent of the third assembly of the League of Nations and of the fifth pan-American conference at Santiago, believed, foreshadow him as an tial but reasonable protector of le Chilean interests on the commis- sion, as it is hoped, on the other, that the Peruvian commissioner will also be when nominated, With only the last vacancy left on the commission, officials here are nat- urally waiting with great curiosity to learn of' the Peruvian appointee. While it is expected that the third commissioner will be a man of as great reputation as his colleagues, no intimation, however faint, has reach- ed Washington as to his possible identity. Hope -has been expressed that the Peruvian government will not delay too long its choice, as it is the earnest’ desire of the Washington Government to get the plebjscite pre- liminaries under way as quickly as possible and to determine at as early a date as practicable the final natlon- ality of the two provinces. The hward passed a resolution eliminating differentials whicli had existed against the South Atlantic and Gulf ports in r of North Atlantic ports on com- modities originating for ocean ship- ment in competitive territory.
