CUMBERLAND, Md, March 12— Clarence Carver, 24 years old, princi- pal of the Casebeer School, was ar- rested yesterday and charged with aggravated assault and battery in connection with the death of 14-year- old Alberta Hay, a pupil at the school. By the Associated Press. | SAVANNAH, Ga, March 12—The Russian steamer Watslav Vorovsky, a vessel of the merchanl marine of Russfan government, d¥cked here Tuesday afternoon from Antwerp, Belgium, and, according to the ship's master, is the first Russian steamer to enter a port of the United States since 1917. ¥ The customs authorities assessed an additional customs tax of $1 per net ton on the ship. This means that instead of paying a tax of $180 on the Watslav Vorovsky, which has a met tonnage of 2,672, a tax of $2,752 must be pald as well as the $180, as there s mno existing commercial treaty between Russia and the United States. The crew of about 50 men, prac- tically all Russians, is being detained aboard by the customs authorities, be- cause of diplomatic relatlons be- ween the two countries. Not having set foot on land since they left Falmouth, members of the crew probably will not be able to leave the ship until their craft de- parts from the United States, discharge about 4,000 tons of potash salts, golng from here to Mobile, Ala., and following this the vessel will load for Buenos Aires and other South American ports.
